Because they are bots that go from site to site signing up automatically so they can advertise fake viagra. They are there for exactly 15 minutes because that is the time limit on the function you are using. ie Users active in the last 15 minutes.
Others may be legitimate users who come on and look at the latest posts and see that we have something akin to a stalker.
