For immigration to happen, there has to be a country that is willing to take someone on board.  And then China can allow that person to leave.

The smugglers you mentioned did not follow through the legal procedure either because they didn't want to wait or they had no other country willing to take them on.

The legal procedure was there, everyone was free to leave if you applied and had some country willing to take you. 

It is simple as that.
So, how many Chinese could afford to fly to Beijing at the time your father was on the plane to Beijing? ... and remember, shan is reading this too and knows the costs since she is about the same age.
Shan is the same age as Polly's father?? I thought Shan was around Polly's age.

She IS but back in the day, Shan graduated as a doctor at a rate of 650 yuan per month. THAT was only 15 years ago wasn't it Shan?

25 years prior to that???

How much WAS a flight 40 years ago?

 Grin Polly is suffering from internal bleeding and brain haemorrhage after translating the con-men and brain-dead womanPresidential Debates 1, 2, and 3 and there is one more to go.  There are 7 of us doing it this time to make sure translation appears 12 hours later on tv.
