For immigration to happen, there has to be a country that is willing to take someone on board. And then China can allow that person to leave.
The smugglers you mentioned did not follow through the legal procedure either because they didn't want to wait or they had no other country willing to take them on.
The legal procedure was there, everyone was free to leave if you applied and had some country willing to take you.
It is simple as that.
So, how many Chinese could afford to fly to Beijing at the time your father was on the plane to Beijing? ... and remember, shan is reading this too and knows the costs since she is about the same age. Shan is the same age as Polly's father?? I thought Shan was around Polly's age. |
